[vtp-dev] SVN commit fails

I am new to using SVN. My first attempt to commit something fails 
miserably with the message:  "Some of selected resources were not committed.
svn: Commit failed (details follow):
svn: MKACTIVITY of 
'/svnroot/technology/!svn/act/a485986c-1a01-0010-bab6-6d7bc966c039': 403 
Forbidden (http://dev.eclipse.org)"

Anybody got a cure?
