Are you receiving the debian default apache page or the lighttpd placeholder
page? Are you sure you're receiving the placeholder page only from the
internal address, but not from the external address?

when I access vyatta web using the internal ip address I set, I receive the
debian page. I can access vyatta externally from a remote location using the
external public ip address. I rather access the webbase at the site locally
when im at the site locally.
