Those vif-c and vif-s commands are for QinQ VLAN tunnels. The vif commands are for normal 802.1q VLAN interfaces. Templates are copied to them (and to vif) because there is no way to include one template in another in VyOS 1.x, so hand copying or automated copying are the only options. If you see any of the copied template out of sync with another, please create a pull request!
