The problem was that I did not have the devel repos enabled.
Works now!
1. vim /etc/apt/sources.list
2. un-comment:
deb http://archive.offensive-security.com/repotest/ ./ # BackTrack Devel
Repository
3. apt-get update && apt-get dist-upgrade
