Sadly, no it's not. It's looks like it's SVN from about a year ago, which is fairly outdated now.
However, Kali is an Ubuntu derivative and it's much easier to set up the latest git on it if you're so inclined: Just follow the directions on the w3af page for Linux, and when you try to run w3af it will give you apt-get and pip commands you need to use to install the dependencies. Only thing you might want to do is "rm -rf ~/.w3af" when you switch from the built in to/from the git version.
