Boy, that's a tough one.  It's difficult to find a used pontoon boat.
Occasionally a Bucks Southfork for around $400 or so shows up in the paper.
Every once in a while, GI Joe's has a pontoon boat on special at $299, and
it is a good buy. I think the regular price is $399.   I believe it's made
by Outcast, but Field and Stream has its name on it.

If you're going to float the referenced rivers, you might want to also
consider little mini-rafts like the Watermaster and the Tote n Float.
Steve Probasco told me before that the little mini-rafts are his favorite.
A buddy of his made a little rowing frame attachment that seemed pretty
slick.  The rafts are kind of nice because there is no frame to pack or
assemble; the inflated raft is its own frame.   The little wood cross-seat
also helps stiffen the raft.  However, they aren't quite as nimble as a
pontoon boat, but in some ways they are more stable.  They are definitely
quicker than a float tube, though.
