I don't think you can lay the blame for this on the state.  The Cle Elum
hatchery was built and is run by the Yakama (not Yakima, as of a couple of
years ago, by the way) tribe.  As I'm sure you know, the state has little or
no influence on the doings of this "sovereign nation".  There were plenty of
fishermen from the Yakima area who fought this hatchery for a long time and
quite a few people in the WDFW who were opposed to it.
