RCW 79A.60.010:

"Vessel" includes every description of watercraft on the water, other than a
seaplane, used or capable of being used as a means of transportation on the
water.  However, it does not include inner tubes, air mattresses,
sailboards, and small rafts or flotation devices or toys customarily used by
swimmers.

Obviously what is really a vessel is open to interpretation.  My
interpretation is that a float tube is a small flotation device (they don't
get much smaller.)  The vast majority of WDFW officers would not ticket a
float tuber but there is a chance of running into an overzealous type.  If I
were ticketed I'd contest it and I'd be surprised if it stuck.  Wearing a
pfd while float tubing is still an excellent idea (or when wading in high,
fast water.)

A couple of years ago, our local paper ran a story on fishing just
before opening day of lake season. In the story they said that float
tubes are considered by the state as "water toys" therefore not
requiring a CG approved PFD. BTW, it was the Jeferson County Leader.
