One of the oldest "laws" in the west has to do with water rights and it is:
"Use it or Lose it." Ranchers and farmers will use all the water that is
allocated them with the first in line receiving theirs and on down the
line. If they ever give away their water, they fear, and rightly so, that
they will never get it back. Fish and recreation will dry up long before
the ranches. This is a battle as old as the west that we will never win.
The only solution will be more water.
