I'm guessing 15' was decided upon with the intention of making an angler
cast a flyline. Spin fisherman attempt to qualify by attaching a fly to the
end of the line and cast a bubble. The upper Kalama comes to mind...an area
where spin fishermen packed the bank and qualified as fly anglers. I doubt
that you would be ticketed for casting a 16' leader with a fly outfit.
Stretch it out and walk it off for the game warden. If your feet are under
12" long you've got it made. Jere
