Towing at Purdy?

Went to fish Purdy Spit this morning, first time in the last 10 days.  Was
greeted by a sign that said ( in short) "respect other's property;
unauthorized vehicles.....towing enforced 24 hours a day."   Anybody have any
insight of what's going on?   You know the spot; where the 18-wheelers park  
their rigs and you slide down the hill.
