I think "Closely watched" is the key there.  There may simply not be enough
resources to "patrol" or monitor all the water.

Thank you all for the information. I know a lot more now. Hopefully, the 
monitored trout fishery on the Methow will indicate acceptable escape 
numbers. It's hard for me to believe that a closely watched catch and
release 
fishery would result in a mortality rate of any significance, but the 
biologists know best about these things. I too have spent many enjoyable
days 
fishing the rivers and streams in that area, and I look forward to their
