Feb Fly Fisherman Magazine Cover

Just got this issue in the mail. The cover shows Joe Rotter releasing a HUGE Brown in an unnamed creek in Eastern WA. Does anyone know this person or have any idea where this creek may be? I didn't know we had any Browns like that around here, especially in the creeks or rivers.   Ray
