I don't know if we are talking about the same "resident" coho stocks or not, but I ran into huge pods of coho feeding on crab larvae in Hales Pass (N. of Bellingham) in early September year before last.  Huge patches of "nervous water" were upon closer observation, noses and lips of roaming fish feeding on the larvae at the surface.  A #16, white eusophid pattern, tied with burned mono eyes did the trick.  
My "Montana commitments" prevented me from checking this fishery out again this fall.
