Tim, Actually, fishing is allowed at Titlow Beach.  It is a sanctuary for sea life, but the fish can be taken, but not by motored boats, if I remember right.  We fished for coho from the beach, and in rowboats in this area.  Look in the saltwater regs and you will see the Titlow Beach area outlined and the special regs listed.  Follow them, but enjoy the fishing.
