If you want the time of your life, go to Costa Rica for Sailfish (twice). I've fished both Los Cabos and Costa Rica and there is no comparison. In four days of fishing last year, we caught 26 sailfish, 5 on the fly and our group of only 8 boats caught over 45 on the fly. The sailfishing is on the pacific side and roosterfish are available also. The captains in CR like to flyfish and get a kick out of teasing fish in--something I never found in LC. Also, in CR, they NEVER pressure you to keep a fish.

It's not impossible, but it's tough to get good quality fishing off the beach, particularly this time of year, although some little jacks, needlefish, et al can be had.   In February, it can be windy, and the wind comes in from the water (which means into your face, which makes it challenging to cast, at least for me it does).
 
Fishing really is much, much better from a boat.  A panga can be rented for $180 for the day, which is measured from when you step on the boat at about 7 am, and get off the boat about 2 pm; if you can find someone to split the boat costs with you, $90 per person is pretty darn cheap!

My wife and I are going to Los Cabos in Feb.  We'll be doing the budget trip, so I'm wondering if there's any good fishing to be had WITHOUT a guide and without having to go way out on a boat (read: surf casting alone).  Any insight?

Having just retired from a "real job", and it being pretty much the "off season" for guiding, I want to go down there, or some other tropical ( & cheap) place, and "hang out" for a month or so.
Do you know anything about their rainy season?
Any more info you can give me would be appreciated.
