I got a carp at an Eastern WA creek that was a good 20"+ fish - guess it weighed near 4 pounds.  It took a #6 bh chocolate/olive flash-bugger and fought hard.  The stripping technique that gets the most carp hits seems to be as the website below suggests... short strips with long pauses in between.  It says carp, like bonefish, key in on the little puff of silt when you do a short strip of a fly that is sitting on the bottom.

 I have never tried carp fishing on the fly however I did a quick search with google and came up with this http://www.msu.edu/~connert/carp.htm .  In addition a couple of other sites suggested black wooly buggers.
