Steve,
I've found the same thing. If the tides, bait and fish all come together, the weather 
or brightness doesn't seem to matter as much. My best day ever of shoreline silver 
fishing was at Bush Pt from 11:00 to 3:00 on a cloudless 85 degree day.
I do like the mornings and evenings, but I'll take mid afternoon if the bite is on.
