I have taken my daughter to a small area near the Hyak exit off of 90. On the north side of the freeway, there is a large area frequented by snowmobilers and backcountry skiers. If you walk over the bridge and up the forest service road 100 yds or so, there was a small run down off of the road on the right. It twisted down a footpath. It had pint-sized bank turns and small jumps (1' or so). It was perfect for a plastic saucer and a 5 yr old.
Of course it was an old-fashioned run. No tow ropes, no safety cones, trees on either side. Just a path and snow. I thought it was perfect. If you are looking for a more "engineered" run, the Mountaineers have a lodge and tubing run at Snoqualmie. Members and guests can ride the tubes and use the toe rope.
