I wonder if that's also true for scuds?
If so, I like the seasonal ponds theory best (and also because I have a very hard time imagining WDFW planting scuds along with fish ;-).

1)It is my understanding that the construction of the O'Sullivan Dam created Potholes Resovoir. The presence of Potholes affected the water table resulting in the many lakes in the basin that are now refered to as "Seep Lakes".
2)I'm guessing that seasonal ponds existed in may places that are now seep lakes and that in those ponds lived scuds who bred during the wet season and whose eggs somehow survived during the dry season.
3)The duck theory also seems plausible to me.
