I find that a basic fishhook file, the kind you can buy at Outdoor Emporium for about two bucks.  However, if they are REALLY dull, use a Dremel.  And since everyone on this board seems extremely squeamish about spending money on periferals, you can get a 40 piece Dremel knockoff at Harbor Freight for $15.
