When I lived in Vancouver BC, it was the number one destination among local fishermen for the closest trout fishing. I would suggest calling the Mike and Young fly shop in Vancouver, a couple of the guys that work there fish the Upper Skagit quite a bit. Also you can try Rudderick's fly shop in North Vancouver, ask for Matt Suzuki, he fishes that water quite a bit, and will at least know the current conditions. The fishing for rainbows is supposed to be quite good, and there is supposed to be a large population of bull trout as well... Best of luck!
