Thinking out of the box? Try this one for size: Forget whatever run 
of wild fish the Snoqualmie has. Accept it as an urban river with 
many different user groups. Stock the bejeezus out of it with 
hatchery steelhead and have a kill season, including bait Then also 
have a catch and release selective fishery (barbless, any tackle) 
season. In return, make another river, like the Skykomish totally 
catch and release all year. Or something like that.
