It seems pretty clear from what is found at the top/center of page #19 of
the WA fish regs pamphlet, "Possession Limit for Game Fish is 2 Daily Limits
in any form."

So in answer to your question no there is no real difference between the
Utah and WA law.

I was just reading about how this couple was busted
for repeatedly taking home more than their limit of
trout.  The ended up getting busted with 174 trout in
their freezer.
