Roger, it is actually three law enforcement officers in about three years.  A Okanogan County Deputy Sheriff was also killed by an illegal a few years ago.  As I noted earlier...Grant County has 15 or more unsolved murders.   These are mostly illegals killing other illegals, but it gives you an idea of how cheap life is to these folks.  These are the folks that your dealing with in many cases out in the basin. 
 
Volunteers are a good idea where the law abiding public is the primary user.  Campground volunteers are not set up to deal with violent or criminal behavior.  Giving them a "limited commission" to give out tickets can get one of them killed.  Anybody in uniform or with the ability to give a ticket is A LAW ENFORCEMENT OFFICER to these folks. 
 
While I appreciate your friends taking turns to watch the vehicles I think its only a matter of time until a fisherman gets killed out in the basin.  These situations can get out of hand in a hurry and unless your  trained in law enforcement it is highly likely that you'll end up on the short end. 
 
While you might not blame Locke....I blame that whole Democrat crowd is 1987 that killed the immigration bill that year.  That was the last chance to control illegals flooding into the country.  We have paid a hell of a price for that decision in eastern Washington.
