Interesting. . . about records, killing fish, and/or the hassle of finding a nearby market scale.
I remember reading in International Game Fish Association newsletters the following:
There are portable scales which can be certified.
IGFA has recognized records of fish that have been released.  Weigh in must be on shore.  A photo, witness, and submission of leader/tippet are necessary.
I believe there have also been line class records rewarded for fish brought to scales in live tanks, then subsequently released.
I would expect the state would except a similar scenario.
