Actually, the 9'8" Tracker has a fast action.  But it not really
designed to be cast with two hands.

If you want a light fast-action rod check out the Meiser series.  He
has an 11' 7" 5-6-7wt that is very light and fast-action 2-hander. 
T&T also makes shorter/lighter spey rods that are ideal for overhead
casting.
