It *should* always exist.  initdb makes one.  the files within are
bitmaps IIRC.  Is your leader database (thing being backed-up)
pg_subtrans directory new somehow?

Is your pg_subtrans newer than, say, the "base" directory, or the
other slew of directories seen in "initdb" ?
