Hi. I couldn't find a WAL-E 0.7.1 Ubuntu package, so I've packaged it myself and made it available in a Launchpad PPA for Ubuntu 12.04 LTS (trusty) and Ubuntu 12.10 (utopic). Due to Swift dependencies, I won't be backporting it to Ubuntu 10.04 LTS (precise).
There is nothing magic about them, so they should also be usable for building Debian packages and maybe ending up in apt.postgresql.org if there is sufficient enthusiasm from developers with access.
