Hello all,

A few bugs have been found in v0.9.0 (some of them older, some of them not)
and I'd like to prepare a release. I'd like to try something new here and
ask for confirmations that the newly submitted patches do not seem to break
anything fundamental.

In this release, given what has changed, what I would like to see confirmed
is:

* Any backups work
* Azure works with both the new SAS tokens and the old ACCESS_KEY

If I can get confirmation of these two facts I'll release version v0.9.1

For completeness, the fixes are:

* Disabling statement_timeout might actually work, now.
* Tarfile creation skips files that have been deleted (a long-standing
oversight, as the source even documented this intent previously)
* Support for Azure SAS tokens.
* .psqlrc is now ignored, as WAL-E has always been presumed to work with a
default/blank .psqlrc.

Thanks to Anatolii Mihailenco, Feike Steenbergen, Kenny Johansson, and Léo
Cavaillé for fixing these problems.
