I would say that your guess that the SMTP settings are wrong is just
slightly off the mark - it is far more likely to be her POP3 settings that
are wrong. SMTP is used to send, something your m-in-l can do successfully,
and POP is used for collection.
So, ensure that the POP settings are correct. Specifically, the POP server
name (get from the ISP), the user name and password and ensure that she
hasn't got the secure password/login option (probably in advanced settings)
set as I've never come across an ISP that uses this.
Seeing as she used it successfully in France, make sure that the England
setting aren't different to the France settings for her ISP as most ISPs
will stop POP logins from outside their immediate domains.
