Firstly, BroadBand is "always on". The error you are receiving is likely one generated by your mail server. If your email comes directly from your ISP, you'll need to talk to them, if it doesn't, you'll need to talk to the organisation hosting your mail server. Due to the variable nature of the Internet, it is also possible that network delays between your machine and the email server are causing the time-out - possibly hampering your ability to actually do anything. It would be beneficial if you provided us with the *actual* error message and not a paraphrase.
