You can command-tab *while* you're dragging to bring all the target
apps windows to the front. Assuming of course that you're
ambidextrous :)

So in this case you'd

command-tab to the finder

start dragging the document you want

command-tab back to Photoshop or whatever

drop the document.

Not particularly elegann but it does the job.

The other solution is of course to buy more, bigger, monitors :)
