going through the OS X web page came across this in the first side bar:

It talks about a "new" fonts panel and Character Palette panel as
being part of OS X 10.2
Now I've never seen this and have a few 3rd party programs that do
something similar Out of curiosity and assuridnes that I'd never
seen this on the system preferences I went looking for it.
System Preferences? Nope.
Applications folder? Nope.
Utilities folder? Nope.
Search (all local)? nope (though did find plists and other support files)
is this an installable extra or am I off track?
It's part of any Mac OS X application that includes the fonts panel
in its menu items. For example open TextEdit and then choose
Format->Fonts->Show Fonts...
The character input palette is accessible by turning it on in the
Input Menu pane of the International System Preferences panel.
