The question is whether generic PC USB PCI cards will work on a Mac -
I had been told they'd have to have the right firmware? If we could
get one of these to work at that sort of cost that would be great.

We'd only need USB v1.1.
However, if it was a combo Firewire/USB card and didn't cost too
much more, we'd be interested.
Being such an old Mac we really don't want to spend too much on it!
