Hi Mark,

Don't know if this will help but 09/2003 Australian Macworld had a review of
Detour by Rogue Amoeba which sounds like it does something similar - it
allows you to assign sound from different applications to different
destinations (it mentions built-in and audio interface) and set different
volume levels for different apps.

The reviewer obviously liked this app, but it's not clear from the review
whether it would recognise 2 different imics. However, you can download a
demo (works for 20 mins) and if it works the cost is only US$12 (I haven't
checked it out myself yet)
