Anything available in OS 9.1 to handle .PAR .rar newsgroup files?

Hi,

Is there application available in OS 9.1 to handle .PAR .rar newsgroup
files?

I see there is a MacPAR for OS X but that won't work under 9.1 or at least
I can't get it's .dmg file to respond.
