licencing

Hi all

Can anyone point me in the right direction for finding out about older 
Mac OS licencing issues.

The question is about computers being given out by a charity.
They tell me they can use OS 7.x.x legally but some of the systems are 
capable of using OS 8 or even 9.

Must they be licenced?

The machines are given to kids mostly.
