This isn't a fix, but it might give some clues about shat is happening.
Quit Mail, and navigate to ~/Library/Mail/Mailboxes, and open
Drafts.mbox with BBEdit (if you have it) or some other text editor
(TextEdit doesn't do it). BBEdit will show all the file components of
Drafts.mbox. Most of these are index-type files (and it's my guess that
one or more of these has become corrupted in some way), but the mbox
file component contains the actual messages. You can copy the text from
these into new text documents (for use later).
When you have all the text, delete the Drafts.mbox from the Mailboxes
folder. Next time you run Mail, Drafts.mbox will be re-created. You can
then copy the text from your text documents into new messages and save
them back into to your new Drafts mailbox, which this time should be
working correctly.
