Hmm... I must admit that I haven't actually run SEE on Safari 1.3. When the 10.3.9 updater had finished, Safari 1.3 was installed and had obviously kept the settings from the previous version.
Oh well. To turn on the Debug Menu another way, quit Safari, then launch Terminal and type
