You only really need one. There are a few points to consider, though, so it's a somewhat (needlessly?) complicated answer to a simple question:

1. Panther is mature, stable and well documented, so it's a sure bet.

2. Tiger is getting rave reviews, it's the latest thing, and for all intents and purposes, already stable, but perhaps not as mature or well-documented as Panther, and therefore likely to be less predictable.

3. If you want to run Panther as your main system and experiment with Tiger, you'll have to partition your Hard Drive.

Personally, I'd be going into the Brave New World with Tiger and leaving Panther in the box.
