Thank for your response Bob.

I now understand that Tiger will not boot into any OS9 Install disks. But I
can't understand why it will not boot into the OSX install disks when I hold
down the C key as all the instructions say.

When I try to work from the OS9 Restore disk Tiger will not accept it
because it want to write something to it.

I don't have another Mac to link by Firewire to but I had taken a full copy
of my previous OS9.2.1 System folder. I copied it into a Folder which I
called System Classic and put it near the OSX System folder. Not sure if
that is the place to put it. But the System file is not "blessed" and I am
not sure how to bless it in this new system. I used to know how to do this
but have forgotten!

I cannot find my Panther Software Restore Disks.

My study of Apple Knowledge Base does not help. Lots of frustrated comments!
