Automator does it very well; download Set Location Automator Action from:-

http://www.apple.com/downloads/macosx/automator/

In Automator dialog window select System then file place in window set options to show action when run,save to desktop with name of choice, right click icon select info from icon tell it to open with launcher, and their you have it.

Double click icon, and it should open with a dialogue box asking you to select network and connect.
