I emailed Miles Humphreys (WAMUG lister) in Bali with an idea. See below.
Miles,
John Fawcett of the Foundation appears to be uninterested in
assisting with the power connection to Catur Primary School. It
would seem that this is mainly because the project was not his idea.
We have made repeated requests for information and assistance
without any response.
The WAMUG committee has raised the cash to have the power connected
to the school, but the major concern is the cost of ongoing power
usage.
I am thinking that a more direct approach for information about
ongoing costs and indeed the condition of the computers at the
school is the only way to go....or completely abandon the project.
To this end, I am thinking that if we get the Head Teacher's phone
number and your office has a local who can speak to him in Bahasa
Indonesia or even the Balinese language we could put a few direct
questions to the HT and find out the real situation. If this is
possible and you think it can be done I will draft a few pertinent
questions to put to the HT and see what we can find out with your
help.
Should this present problems, please disregard my request.

Kevin

So I will go ahead and get the HT's phone number and draft some
questions for Miles.
Hope this meets with your approval,
