I'd start with the PRAM battery. The Pismo requires the PRAM have a charge in order to boot. Plugging it in overnight might be enough to get some charge in it.

If it still won't go, try replacing the PRAM battery as per these instructions:

Batteries Plus or similar should be able to get you the appropriate battery.
