You can, but the mechanism varies slightly with the version of iPhoto. In iPhoto 5, you select the photo you want to change and click the Info button at the bottom of the Source List in the left of the window. An Information panel appears, in which you can change the photo's title, date, time and rating. You can also select a number of photos simultaneously using Shift-Click, and choose Batch Change... from the Photos menu, although the changes you can make here are more restrictive.

Older versions of iPhoto may not offer the Batch Change option, but the method of changing the photo name has remained pretty similar through all versions.
