I've used Billion ADSL modems to do VPNs. The latest one is a BIPAC-7402. I spoke with a networking guru who does this sort of thing all the time, and basically you get what you pay for. The Billions I've used have worked fairly well, with only the occasional dropout that is possibly because of the ISP and not the hardware. They have a web interface, and the firmware gets updated periodically.

If you want to spend $$$ buy Cisco gear to do your VPN and get 99.99% uptime.
