getting started with iinet and wireless router

Hi all,

I have a friend who has signed up for ADSL plus with iinet and been 
supplied with a belkin wireless router and he's having trouble getting 
started.

He is using a new laptop with 10.4 which he uses at school where they 
use airport in all classrooms so he has used it before. He expected 
since iinet said the router came configured that it would be simple to 
plug and go but nothing.

He has logged in to the router using ethernet and the message he gets 
is 'line not up'

can anyone help please as i know nothing about wireless. [anyone happy 
to accept a call from him to talk him through would be a magic bonus]
