The symbol is a universal symbol for "No" in this
case, it's telling you it can't boot.

It sounds like you may need to either take it in to a
repair shop or try to reinstall the OS.  

Some tools such as diskwarrior can usually get a
system to boot if it's not.  Also you can try booting
into safe mode by holding down the shift key while the
computer is starting, until it has fully started.  If
this works, then it means that there is some piece of
software that is causing a problem with the OS
(probably a third party software).

The easiest thing for you is probably just to
reinstall the os, but just make sure you don't delete
your data.  

If this doesn't work, it is very likely a third party
piece of software that is still residing on your
computer.
