Have a look at Google's Picasa.
They can even catalogue and mange their images, amongst other
things such as web galleries.

Another is Adobe's free Photo Album Starter, or ACDSee, etc. ......

Hi everyone, on my Mac I tend to use ImageWell to crop/resize images
for the web.
Can anyone advise on a simple tool to do the same for (gasp) Windows,
as a customer needs to upload cropped/resized images to his new
Wordpress site.
A commercial tool would be fine, doesn't have to be free. Main
objective is simple - want to avoid a Photoshop size footprint.
